Microsoft Internet Explorer and Mozilla Firefox work best with Blackboard. If you are using Windows XP, IE 6 or 7 will work. If you are using Vista with IE 7, the visual text box editor in the Blackboard Discussion Board will not be visible. To remedy this, disable the visual text box editor by going to Tools – Personal Information – Set Visual Text Box Editor Options – Unavailable – Submit.

Aha. This information is very enlightening. If simply changing connections allows/disallows you to send email, then your connection provider is blocking the ports needed to connect to the SMTP servers. Make sure you are using port 587 for your outgoing mail server (in Advanced settings). If you are, then you need to ask Cingular Wireless why they are blocking port 587. That port should never be blocked on any network, as it is the universal standard for authenticated SMTP submission.
