A good latex paint will do. You want to use latex paint that is specified for use on concrete walls. For basements, you can also put in an additive call Killz, which will reduce the tendency for mold and mildew to grow.

Old walls especially the external ones need to be able to breathe. Try and pick the most vapour permeable paint that is hard wearing enough for the location of the wall. Lime washes, washable casein distempers and silicate paints are the most vapour permeable, natural resin walls paints are also very good but please try and avoid using dense film forming paints. I prefer model acrylic paints to enamels. My favorite, Polly-S, is out of business, but I understand that the Polly-Scale Railroad colors are being continued. Acrylics dry faster, and seem to give a flatter finish. Also, Polly-Scale is brushable, so you don't need an airbrush. Depends on the model. Acrylics are best. Clean the jacket with warm soapy water. Use a 'flexible medium' if possible. If using Liquitex brand you may get away without. You can varnish with with clear acryclic coating to protect further. T-Shirts can be done above but the flexible medium is essential. This way is better than buying fabric paints.
