I will assume it is damaged as in not just discolored. (For that you can repaint it after coating the discolored areas with shellac,or using a shellac/paint product). You should just cut out the area that is bad. Cut to the center of the joist, to leave the ceiling up there with something behind it, and exposing half the joist for you to mount to. Then cut a square to fit the area you cut out, tape and spackle it and repaint to match the rest of the ceiling. See similar questions...

That depends on how high they are. We have specialized equipment for dealing with ceiling fans - assuming they are no more than 15 to 16 feet above the floor. During our deep cleaning process, ceiling fans are wiped down by hand. This is followed by dusting each visit by a specialized duster called a "rabbit ear" duster. for chandeliers, our standard service provides for dusting. You're right, it WILL be a little harder to install if you can't feel the studs. So just feel around to find them, measure the distance between them, and mark the lines on the drywall.
