Yes, although painted Formica will no longer serve as an appropriate surface for chopping and other rough use. Formica should be thoroughly washed with powdered detergent, and then primed with XIM - UMA Primer (according to instructions on container). XIM Primer is available through most good independent paint merchants, or can be ordered from Phillips. After allowing the UMA primer to dry for 3 or 4 hours it should be sanded glass-smooth with a very fine paper - 220 or higher.

In most cases, wood pallets remain a viable if not the best option for international transit. You must factor in much more than just the phytosanitary regulation issue. Even after being treated, marked wood pallets will remain cost competitive compared to most alternatives. Seams between different layers should never line up together. The top layer should be staggered, so that you avoid two layers having a seam meet in the same place. It's important or, you'll get noticeable kinks in the transitions. [ Also, water can get deeper into the ramp though seams ] The bracing should always be doubled up where seams meet, for the same reason.
