Under the Ordinance, noise from construction sites generally refers to noise generated from construction work which includes any work in connection with or for the construction, demolition, re-construction, maintenance or repair of buildings, roads and public facilities, or any work related to these kinds of work.

Rockville requires all contractors to follow Montgomery County's Noise Ordinance. Normal work hours are from 7:30 am to 4:00 pm. Working on Saturday is only allowed if approved by the Public Works Department.

Contractors will be required to satisfy strict noise standards and must modify their work methods to reduce construction noise. Residents and businesses in the area will be notified of work at the time.

Construction working hours are limited to 7:00 a.m. to 7:00 p.m. Monday through Friday and 9:00 a.m. to 5:00 p.m. Saturday and Sunday. The police department enforces these hours. There is a zero tolerance policy for violations.

The Project is keeping the community well informed of the nature and time limits of the planned construction work and of the effort to be made to minimize the noise produced or received in the community. The Project will hold meetings with community representatives affected to identify the noisiest construction activities that must be conducted within each community and to discuss the extent to which these activities can be conducted during normal daytime working hours.

The contract documents will require the construction contractor to conform to all federal and state laws and regulations. This includes environmental regulations. Further mitigation measures may be required for construction equipment, because of nearby residences; during the Final Design phase Contract Documents will be developed which will include these mitigation measures.

You may be asked to move blocks, lay bricks (with some tuition), dig a hole, mix cement, push a wheel barrow ... or organize refreshments. There are plenty of tasks for everyone. The carrying out of general construction work using powered mechanical equipment during the restricted hours, that is between 7 p.m. and 7 a.m. or at any time on a general holiday (including Sunday), is prohibited under the NCO unless a valid CNP is in force. In general, a CNP would not be issued unless the overall noise level of a construction work complies with the statutory limits set out in the relevant technical memoranda under the NCO for issuance a permit.

It is firstly important to realise that there are no time limits specifically laid down in law saying when a Construction Site can and cannot operate. Often Conditions may have been put in place in response to a Planning Application, so the developer will have been advised of the 'permitted' hours when they received their approval. The generally accepted Hours of Operation are Monday – Friday : 08:00 – 18:00; Saturdays : 08:30 – 13:00; Sundays and Bank Holidays : none.

These might include bits of artifacts (flakes and tools, bone fragments, fire-cracked rock, pottery sherds, glass, nails) visible in the soil. If the soil has been plowed, searching is somewhat easier; if not, gopher holes often provide a good view of what is buried beneath the surface.
