Each person downloading the file will offer a portion of their upload bandwidth to allow other users to download the same file. By using the upload bandwidth only, the individual user will not see a decrease in their download speed - in fact, the more users there are downloading the file, the faster everyone's individual download speed will be. Not really. Your RAW file contains data captured by the sensors for only one exposure. The total dynamic range you can reconstruct from one photo converted with different exposure settings can never be more than the dynamic range captured by your camera, and this is rather limited (see above).
