The solution to this issue is to overwrite the netscape.cfg file stored in the same directory as the Netscape executable with a default netscape.cfg file. Check the top left of the Configuration screen and see what User is selected. If the ‘Guest’ user is selected then the person will not be able to change the settings that are grayed-out. In order to correct this you must change the user at the top to the ‘Administrator’ user (or any other than guest who has administrator rights).
