Tattooing over a scar is risky. The problem is that when the skin heals, sometimes it does not remake the layers of skin like the original layers. This sometimes leaves the scar tissue very thin and weak. When tattooing over the scar there is the possibility that the tattoo will spread unevenly or not take at all over a scar.
