OSHA has no control over what you do in your own house. However, you need to be licensed to remove asbestos and the material has to be disposed of properly and manifested at an approved landfill. There are also health concerns if you do try and remove / disturb the asbestos product from your own house. This will depend on the type and condition of the asbestos containing material (ACM). Asbestos fibre is safe provided that it remains bonded within the material in which it is used and that the fibre does not become airborne. THERE IS NO DANGER unless fibres are released and inhaled into the lungs. If the ACM is in good condition and unlikely to be disturbed it can be left in place. You should check its condition regularly for signs of deterioration.

Have your house inspected by a Florida licensed asbestos consultant or someone working under his direction, to determine if there is suspect asbestos containing material present. Florida Statutes 469 requires training and licensing for asbestos consultants and contractors to do an asbestos survey and to remove asbestos containing materials. There are exemptions for removal of asbestos containing roofing material and resilient floor covering.

Friable asbestos can be maintained in place utilizing several techniques. Encapsulation involves applying a thick layer of an encapsulant, much like latex paint, that binds the surface of the material together and prevents encapsulation and routine monitoring are not’t enough to prevent damage. When damage occurs, removal may be the best option.

Asbestos-containing siding was commonly used as a building material. Asbestos siding is durable and generally not as hazardous as asbestos pipe or boiler insulation. Although some contractors insist on removing the siding before replacing it, there is no State requirement that the siding be removed before new siding is installed on the house. As an alternative, you can either paint or side over it.

Unless the insulation is labeled as asbestos you can not tell if it is asbestos-containing. To determine the presence of asbestos Ohio law and rules require that persons certified as Asbestos Hazard Evaluation Specialists be used to identify, detect and assess asbestos-containing materials.
