Text is not different from any other type of object in Inkscape. You can paint its fill and stroke with any color, as you would do with any object. Swatches palette, Fill and Stroke dialog, pasting style - all this works on texts exactly as it does on, for example, rectangles. Interface text is altered using the MediaWiki namespace.
