No. VCD only support 2 channel mp2. SVCD theoretically supports MPEG-2 multichannel, however there's no Windows software to make these kind of audio tracks. There's some Linux software but before you install Linux I suggest you read the my thoughts on the format.

The PVR can capture either MPEG-1 (the "VCD" settings), or MPEG-2. If you capture the video as MPEG-2, and own a good video editor (such as ULead) and the full Nero package, you should be able to: 1. Capture an MPEG-2 clip using the PVR; 2. Read it into the editor and output it as an SVCD; 3. Then use Nero to burn the SVCD itself.

Open Windows Media Player. Click Tools -> Options. Select DVD tab and press Advanced, and ensure the AC3 and DTS decoder settings are set to decode to speakers and not to SPDIF.

Sometimes this problem is caused by media incompatibility issues. If a DVD/CD does not play or work after you have burned the medium, choose another medium type or brand and repeat the burning process. Eventually, you may have to lower the burning speed. Many writers are not compatible with cheap or old media (blanks). The quality of some blanks is actually so bad, that the specified maximum speed cannot be reached in most cases. AVI to VCD / DVD' is just the file encoder. You will still need a CD recording application which can create all the required structures required for a VCD/DVD/SVCD, as well as write the mpeg files to individual tracks on the VCD/DVD/SVCD. There are several such packages out there such as NTI CD Maker, the full (Deluxe or Platinum) version of EZ CD Creator, InstantVideo, Nero, etc.

For VCD/SVCD, you'll want to work with CD-R rather than CD-RW because you can't play CD-RW discs in normal VCD/SVCD players.

Note that with NTSC SVCD and DVD, 23.976 fps can also be used if 2:3 or 3:2 pulldown is enabled during encoding. Also, DVD supports other resolutions, these are the specs for the usual DVD videos bought in stores. Also note that for SVCD, one should take normal 720x480 or 720x576 size video and resize it to 480x480 or 480x576 without maintaining the aspect ratio! The video will looked squished horizontally but that is OK, SVCD players will stretch it back so it looks correct upon playback.
