Through its land-use planning process, the BLM identifies parcels of land for potential sale that fall into one of the following categories: land where disposal will serve important public objectives, such as community expansion and economic development. The growing cities and towns of the West are spreading closer or even next to once-remote BLM-managed public lands. As a result, the public in general - and Westerners in particular - appreciate the open space guaranteed by BLM.

Because the BLM has a backlog of exchange proposals, we have found that the most efficient procedure in this Resource Area has been to work instead through a third-party. This party goes into the real estate market to secure private lands which can be exchanged with the BLM. These lands are identified in conjunction with the BLM's planning process, to maximize access, consolidate public holdings and enhance management of sensitive resources.

The Horsetown Clear Creek preserve (an agreement is currently in effect with this preserve to close hunting in the area). Public lands are no longer open to homesteading. The Federal Land Policy and Management Act of 1976 repealed the homestead laws in all states except Alaska which was closed to homesteading in 1986. Many parcels of public land are, however, available for acquisition within the Redding Field Office.

BLM does not sell land outright. Land is exchanged at fair market value, not acre for acre. BLM tends to use a third party organization to do large land exchanges (it costs the same whether a quarter of an acre is exchanged or a quarter of a million acres is exchanged). The Campbell Tract is an administrative site used by the BLM's Anchorage Field Office and certain BLM State Office branches. The Tract houses adminstrative offices, a warehouse, shops, communication sites, an active airstrip and heliport, and the Campbell Creek Science Center. The airstrip is available for use in emergencies and for agency use. The open space at Campbell Tract is managed as an outdoor classroom for the Science Center and for non-motorized recreational use.

The Bureau of Land Management (BLM) is responsible for cadastral survey, land and mineral use authorization, conveyances, and resource management of the public lands. In support of the development of the National Spatial Data Infrastructure, the BLM was given the lead by the Office of Management and Budget (OMB Circular A-16) for Public Land Conveyance, Federal Land Ownership Status, and Cadastral Survey.

This layer is based on Geographic Coordinate Data Base (GCDB) coordinate data. The locations of Public Land Survey System (PLSS) corners, as represented in geographic coordinate pairs, were derived from a variety of source documents, which include U.S. General Land Office and BLM survey plats/notes, as well as survey data obtained from other U.S. Government agencies, private sector survey firms, and local governments.

Originally, it was thought that only an outside contractor could provide sufficient confidentiality of the data being generated by the person being rated and the raters. However, as the NTC learned more about the capabilities of Lotus Notes, they realized that absolute confidentiality could be maintained through the use of Lotus Notes. Both ground water and surface water are used for irrigation. In 1990, about 51,000 million gallons per day were withdrawn from the ground for irrigation, whereas about 85,500 million gallons per day was taken from surface-water sources. The USGS keeps records on the types of irrigation systems used in the United States.
