The homeowner pays for the installation of the water and/or sewer. The homebuilder, or developer, initially pays for the installation and then passes the cost on the homebuyer in the cost of the home. These costs include their share of the costs of the sewer piping under the streets throughout the neighborhood.

Tap fees are monies which are collected for and used to build and/or upgrade Town water and sewer related needs such as well drilling, water rights acquisition, pump house and tank facilities construction, treatment plant expansions and upgrades as well as other system infrastructure related improvements. Tap fees are required and are collected to allow access to and use of the Town's municipal water and sewer systems.

The flat rate is based on EQR's. The Town bills quarterly in arrears. The Town establishes these rates to cover the cost of operations, and these funds are kept separate from all other Town funds; i.e., the General Fund.

Often times these are commercial rates that result in a substantial savings to residents. Sewer rates are typically much higher than water rates due to the required treatment of the wastewater.

Water bills and monthly sewer maintenance charges are billed every month. Bills are mailed by cycle and are due upon receipt & delinquent after 15 days from the created date.

Water/sewer bills are read and billed quarterly. The City is set up in 3 reading sections for billing purposes, with each section having a quarter ending on a different month. For example: Section A quarter ends on March 30th, Section B quarter end is on April 30th, Section C quarter end is on May 31st. Bills are mailed on the last day of the month following the quarter end date and are due by the 22nd of the next month. A 5% penalty is added to all bills not paid by the due date.
