Microsoft Outlook Express is not capable of filtering mail with 'custom' headers, which is a pre-requisite for using the Monash Client-Side email filters. In this case your best option is to use server-side Spam filtering, which filters email PRIOR to being accessed by Outlook Express or using another support Monash email client (e.g. Mozilla Thunderbird).
