Most certainly you can stencil on texture. However, you may loose some fine detail since the brush and the paint will stencil only the high points of the rough surface. Choose a stencil with larger detail when stenciling over texture.

Before stenciling the fabric, wash and dry it according to label instructions. This will remove the sizing (chemical coating) in new fabric. If the sizing is not removed, your stencil paint will not bond well with the material. When stenciling on fabric, it is much easier if you can keep the fabric from moving around.
