No. While the FCC has mandated that all over the air broadcasts must be DTV compatible by the last day of 2006, there is no such mandate in place for cable and satellite broadcasters. Because the HDTV signals take up significantly more bandwidth, it is up to the individual operators to decide if they will take on the challenge of broadcasting in HDTV.

Yes, TiVo will “work.” TiVo would work if you only had one channel that showed Balinese folk dancing 20 hours a day and that infomercial with Chef Tony and his knives for the other four. The larger issue is that if you have only broadcast television, your TiVo will be very, very sad. You see, TiVo exists in order to bring pleasure to His owner, and His level of pleasure is directly correlated to the number of channels He has to choose from.
