It depends on the piercing, for most people the way the jewelry looks is key. After all, you don't want it to be too big or too small, but it must also work with the piercing and not prohibit the healing process. This is especially important for genital piercings as the wrong size jewelry may result in a totally useless piercing. There really is no "standard" size window. How wide you would like your window to look is left up to your discretion. Since most hardware can be mounted on the outside of the frame, the width of the window can be as wide as you deem fit.
