Boba Fett was above the planet, waiting for Han Solo to take off during the Battle of Hoth. He was there long before the Imperials arrived, and set the Rebel's sensors off. Jabba the Hutt wanted Solo because during a smuggling job for Jabba he had dumped spice (which is illegal to have) when he saw an Imperial Cruiser. Darth Vader wanted Solo as bait for Luke Skywalker.
