No, there's no emulation, so PowerPC versions of MacOS will not run on x86. Although there is pearpc ( http://pearpc.sourceforge.net/ ) which is a similar application for other platforms.

Yes, as long as you are running Gentoo Linux on PPC hardware, you can use Mac-on-Linux which allows you to run an instance of OS 9, OS X or Linux as a process on Linux. Simply emerge mol to install this package. MOL supports Mac OS 7.5.2 to 9.2.2, as well as any version of OS X. It can be run from a console framebuffer or run in a window on X. Wine might offer a way to port the Gecko / control to Linux / x86 Unix systems using the Win32 API but linking to WINELib.
