Dyne level is a measurement of the surface energy of a substrate. Both (PP) and (PE) are low energy plastics. Untreated PP and PE have a low dyne reading (usually 30 to 32 dyne). A number of different inking systems are utilized by pen manufacturers. Here are instructions for the most common. Cartridge: Make sure you have the correct ink cartridge. Point the pen away from you and unscrew the barrel. Remove the empty cartridge and insert the new one (push past the initial resistance to break the seal). You can use a small diamond file or a stone in each flute of the cutter. Some cutters are made in such a way that the backsurface of the cutting edge is not flat but rounded which makes it much harder, and which is why I don't like certain mills. Try not to touch the front surface of the cutter if you can avoid it, they need to be even and square. I get asked this a lot. A tablet pen is a pen that acts like a mouse. Most are cordless and come with a virtual mousepad with a box on it. You press down the pen on the box to click something, and hover it to move the mouse around the screen. It makes it faster and easier to draw online, but it's still not the same as a pen.
