A Backlash deck consists of up to 12 cards that contain no more than 6 Pre-match and no more than 6 Mid-match cards. They are not part of your hand and do not count as part of your Arsenal. The deck is separate.

It is always recommended to clean your deck prior to sealing. This could be done as easily as with your garden hose.
