I like PERM so far, except for relative-owned/controlled companies AND for companies with 10 or fewer employees. We expect to take between 1-3 weeks. But if your documents are complete, it would be closer to a week. If you are working for a company larger than 10 employees, I think Post Perm would be better. But too early to comment definitely. If your future job involves 50% or more of the same work that you do now, you should be able to file now. I prefer to wait till the promotion is in hand.
