Re-buffering is something that is experienced with all live internet streaming. Most often, the reasons for this are because of your Internet connection speed (56K or lower) or because of excess Internet traffic. You can try waiting a few minutes or accessing the channel later when there might not be as much traffic.

Players that read streaming media must first process a certain amount of the stream (at least one packet) in order to display anything. The buffer is a word for computer memory that stores digital information that will later be processed. The computer memory can either be in the form of RAM or a partial temporary file that the media player constructs from the stream.

This depends on how you were banned. There are manual bans, and permanent bans. Permanent bans are automatically re-enforced when the offending user joins the channel. Manual bans are bans placed by an Op to prevent a user from joining the channel and are removed either when they expire 2 hours later, or by the op who placed the ban.
