The most likely reason is over-cleansing. If you wash your face regularly, I'd suggest substituting that with a gentle cleansing cream instead. If you use a toner, you might want to find a milder one, too. Overall, I'd recommend taking a look at your regime and make sure you're using products that suit you. Do keep exfoliating, though. For a dry scalp, go to a health food/vitamin store and pick up some 100% pure jojoba oil. This oil is a bit pricey, but it works! It's the closest oil your can buy to that of sebum, which is the oil that naturally comes out of our scalp. You can use the jojoba oil you can use it two ways: In a small spray bottle, fill it up with one part water to one part jojoba oil (or even less of the oil). As a general rule, medications are more readily absorbed when the skin is hydrated, but pharmacodynamic studies are performed with application to a dry skin.
