A strong proposal describes a program that will respond specific needs. When discussing the problem you intend to solve, go beyond merely describing its existence. Prove it exists with statistics, case studies, testimony, and other measurable data. A strong program design will include outcomes and measurable objectives to attaining your goal(s). Make sure your objectives are realistic and can be achieved within a specified timeframe.

Yes, if the proposal is extremely strong and provides a compelling reason to fund a proposal above the upper limit, EPA may select that grant. In the past, EPA has awarded a grant to an applicant for an amount greater than the upper limit.
