I would begin your regiment with using a toner applied with a cotton ball over your eyelids. (Careful not to get toner in your eye!). If you use a foundation then make sure that is also applied to your eyelid. And if you use a foundation it is a must to use a loose powder. A loose powder sets the foundation and would help keep your eye shadow from creasing too. If this doesn't work, I recommend switching cosmetics because you may be using an inferior brand.

I recommend you try to go with purple or plums, or charcoal or smoke, or even a cocoa or dark brown as the color in the crease of your eye. You will need a shade lighter for the upper lid to the eyebrow and a medium shade for the lower lid near the eyelashes. Here's a trick of the trade for cat eyes: find an index card and place it at a 45 degree angle to your eye (and right up to your eye, touching your skin). Take a light shade of eye shadow and place it along the uppermost and lowermost portion of your eyes. (Keep the card in place because this is your angle for the cat eyes). Next take a darker shade and place that into the crease of your eye and blend with the lower lighter color and only slightly blend with the upper lighter shade.

Urk. Cyclones equipped with shadow cloaking devices seem a little overpowered, even to me. Most cyclones already have a cloaking system of sorts in the fact that they can use alternate sources of power instead of Protoculture when necessary. Plus there's the fact that the RPG makes enough concessions to Cyclone pilots already (heavy armaments and heavier armor) and the mecha doesn't need any more power-boosting.
