I don't know why, but I do know that it's not specific to PrintToPDF, it can happen with a PDF file from any source. You may be able to reduce or eliminate the dots by adjusting advanced settings in the Epson printer driver. In the case of the Stylus Color 600, the No Halftoning option seemed to do the trick.
