Two to three feet is ideal.. Any more than that and you run a bigger risk of the pool caving in. You always want to make sure the water level is higher than the dirt. If the pool is to far into the ground and the ground around it gets to wet it could easily cave in. It is also a good idea to wait at least two years after the pool is installed before draining it. This give the dirt around it plenty of time to pack. Even then the pool should be drained and refilled in a day or two.

Most instruction manuals require the pool to be with in an inch of level. For overall appearance and integrity of the pool that is a very good rule of thumb. There are certain conditions that would make a pool that is off level by more than an inch still safe. If the pool is in the ground with dirt packed around it the level is not a safety factor. Anything but grass. Grass will grow under the pool and up through the liner or up the wall between liner and pool, or up the inside of the uprights creating great habitat for bugs and wasps. I prefer some type of rock landscape and it is best to use plastic under it because the water splashing out of the pool makes any vegetation grow very quickly. Different structure of the walls & floor i.e. fibreglass has just a approx 20mm thick wall of fibreglass where as a concrete pool has a 150mm concrete section interlaced with steel reinforcing at least every 300mm apart. It then has an internal water proofing layer of either 20mm Pebblecrete (pebble & cement) or a layer of ceramic tiles. If you know the pools manufacturer sometimes you can download instructions from their web site or ask them to mail you a set. I have never liked manufacturer instructions because they seem to leave out so much helpful information and the little diagrams are tough to follow.
