The faster the propane flow the colder the propane gets (experience this by blowing air gently from your mouth to your hands, then blow some air as hard as you can into your hands - the faster moving air is colder than the slower moving air).

Yes, permits are required for propane tanks. All tanks will require a Building Permit. A Zoning Permit is required for those tanks being placed above ground. I do believe in having a second tank around. During summer months I keep a full one in the garage to swap out when the one on the pop-up gets low. During the winter I carry the second tank while camping because it can get mighty cold if you run out of gas and it's 40 outside.
