The white stains or powder-like material is often the result of water penetration of the chimney. During a rain, snow, or ice storm water is absorbed by the brick and mortar crown. In the case of snow or ice storm the freeze thaw cycles can enlarge the cracks on the top of the chimney mortar crown allowing water to enter the structure this way. The chimney will soon saturate with water. As the chimney dries, lime and salts from brick and mortar are pushed out of the pores of the chimney.

The first step is a visual evaluation of the chimney crown, mortar joints and flashing. Often we find the crown has cracks caused by shrinkage of the mortar during construction. These start out as hairline cracks but get bigger over the years from freeze thaw-cycles and the natural expansion-contraction that occurs during the spring & summer seasons. This white powder is called “efflorescence,” and is caused by water in the wall dissolving mineral salts in the brick or mortar. When this leaches to the surface, the water evaporates, leaving a whitish mineral-salt residue. Most efflorescence is water soluble, so it can usually be removed by washing with plain water when the weather and the wall are warm and dry. Let the cage base soak in hot water and vinegar for awhile. Then scrub the area and rinse it out with soap and water really good. It may need to be repeated a few times but it should take off the stain pretty good. See similar questions...

It sounds like you have a prefabricated chimney with a rusted chase cover. The top of the housing that is built around many prefab chimneys has a flat metal roof called a chase top or chase cover. Homebuilders nearly always use galvanized steel chase covers that begin to rust-out after about 15-years. Eventually, the corrosion will eat through the metal and cause a serious leak. This is a difficult question to answer effectively. There are so many products on the market that people say do NOT work. Wiping a dog's eyes out daily helps a lot. Food can be the culprit. There are many preservatives and additives in commercial dog foods that can cause reactions in some pets. Feeding a more natural diet seems to help tremendously.
