The "R value" of a material or component measures its thermal Resistance. That is, it is a way to rate how effective the material or component is at stopping the flow of heat through it. The higher the R value, the more Resistance the material provides. For example, a 4 ? inch wide SIPs panel, with an R value of 15.2 will provide better insulation - more thermal resistance - than 2x4 dimensional lumber with fiberglass insulation with an R value of 13.
