When using this procedure, the custodian (keeper) of the original document makes and certifies the copy instead of the Notary. The Notary performs a jurat upon the custodian's written statement certifying the genuineness of the photocopy. The custodian should find out from the receiving party if this procedure will be acceptable.

Probably not. These are historical documents permanently archived at National Headquarters, and many are very old and fragile and in a form which does not allow them to be photocopied. Some may actually be damaged by the photocopying process. And we are missing a few chapters' Petitioning Documents.
