No. Sealer does 3 things. First it helps resist stain penetration. Second, it enhances the color. And third, it binds the sand particles in between the joints making it difficult for weed seeds to germinate.

There are several advantages to sealing concrete paving stones. Sealing paving stones will help them to resist staining. Sealing will also help to bind the sand in place and prevent germination of weed seeds that may collect at the surface of joint sand.
