You can define new Workflows or customize the existing ones at General Rules -> System rules -> Workflow. There are tabs to define the workflow, access grants and the nodes of the workflow.

When you install your Openbravo, localhost is your servername by default. But if you want to have a remote access, you should to configure some parameters. Look in it a group of lines like: <context-param> Servername should be an accessible name for the remote compueter (i.e. localhost is not a valid name). Workflow is an automatic approval routing system in Oracle. Each GL user is assigned a self-approval dollar limit and a direct approver for deposits/transfers over the self approval limit.
