If a translator does not ask questions, then either he or she already knows everything there is to know about your industry, or doesn't know enough to ask the right questions. A good translator likes to see the whole picture.

To be a translator or interpreter requires professional training and expertise. It is not necessarily any bilingual person who makes a good interpreter or translator, although this may appear to be the only prerequisite.
